 NOAA and NWR

It was created in 1970 under the Department of Commerce by combining a number of different bureaus and services, such as the U.S. Weather Bureau, the National Satellite Center, and the Bureau of Commercial Fisheries. In addition to broadcasting weather alerts, NWR also sends non-weather alerts, for both natural and man-made hazards.
