Connection

With this connection method, you plug the restrictor into any telephone
jack that is on the same line as the phones you want to restrict.  When
the restrictor detects an unauthorized call, it sounds a tone to make it
impossible to carry on a conversation or listen to a telephone service.

Follow these steps to connect the restrictor in parallel with all phones
on a phone line:

1.  Select a location for the restrictor that is near a modular phone jack
    and an AC outlet and that is in a secure location, such as in a closet
    or hidden behind furniture.

    Note:  RadioShack stores sell the necessary adapters to convert from
           older wiring methods.  Or, you can have your local telephone
           company install modular jacks.  The telephone company can charge
           you for installing necessary jacks.  The telephone company will
           ask you for the USOC number of the jack to be installed.  This
           number is RJ11C.

2.  Remove the four screws that secure the restrictor's back and remove the
    back.

3.  Confirm that the restrictor's installation jumper is set for parallel
    operation.  If it is set incorrectly, lift up on the jumper's yellow
    tab to remove it.  Then, carefully press it onto the pins marked PAR.

4.  If you mount the restrictor on a telephone wall outlet, remove the
    telephone wall outlet's cover.  Then, remove the two screws from the
    outlet box that line up with the restrictor's mounting holes.

5.  Route the supplied short modular cord through the opening on the back
    of the restrictor (if you are mounting on a wall outlet) or through
    the groove on the bottom edge of the restrictor (if you are mounting
    directly to a wall), and plug one end into the LINE IN jack.  Plug
    the other end of the supplied modular cord into the telephone jack.

6.  If you want to use a telephone at this location, plug the telephone's
    cord into the restrictor's LINE OUT jack and route the cord through
    the groove on the bottom edge of the restrictor.

7.  Install two 9-volt batteries (Cat. No. 23-553) by pressing the
    restrictor's connectors onto the battery contacts and placing the
    batteries in the compartment.

8.  Replace the restrictor's back.

9.  Secure the restrictor to the wall outlet using the supplied long
    screws, or directly to a wall using screws suitable for the mounting
    surface.

10.  Plug the power adapter into an AC outlet.

Cautions:

   Never install telephone wiring during a lightning storm.

   Never install telephone jacks in wet locations unless the jack is
   specifically designed for wet locations.

   Never touch uninsulated telephone wires or terminals unless the
   telephone line has been disconnected at the network interface.

   Use caution when installing or modifying telephone lines.

OPERATION

The call restrictor automatically restricts calls according to the smart
factory settings or the options you set.  The restrictor blocks
unauthorized calls made from rotary-dial and touch-tone phones.  In many
cases, the factory settings are all you ever need.

The restrictor is programmed at the factory to block the following types
of calls:

  Special service calls starting with 900, 950, 976, 850, 750, 700

  Long-distance calls (either 1+area code+number, 1+number, area code+
  number, 0+number, or 0+area code+number)

  Calls to 0 (operator assistance)

  Calls to 411, 1411, 555+, 1- or 0-555+, 1+ or 0+area code+555+

  Calls starting with 00 or 011

  Calls starting with 10

In other words, only local calls are permitted.

When someone dials a restricted number, in the parallel mode, although
the call might complete, the restrictor sounds a tone that makes this
unlikely and makes conversations impossible.

The following sections describe how to change these factory settings.  You
must use a touch-tone telephone connected to the same line as the
restrictor.  When you install the restrictor using the parallel method, you
can also program the restrictor from a remote telephone.

Note:  You must enter # # SECURITY CODE # before you begin to program and
       hang up after each operation.

Note:  The o throughout the summary indicates confirmation tones.  Wait for
       the tone before you continue.

Confirmation Tones

When you program the restrictor, the restrictor sounds either two high
ones or two low tones.  High tones indicate a correct entry.  Low tones
indicate an incorrect entry.  If you hear the low tones, hang up and start
again from your last command.

If you hear a low tone followed by two high tones when you press # # to
program the restrictor, either the adapter is disconnected or the backup
batteries are low.

Changing the Security Code

The restrictor comes with the security code set to 0000.  We recommend you
immediately change this security code.  Lift the handset and enter the
following to change the security code.

For example, to change the security code from 0 0 0 0 to 9 8 7 6, enter

Notes: 

  If this is the first time you have used the restrictor, you hear three
  low tones when you press # #.  This is normal.

  If you have not yet set your own security code, enter 0 0 0 0 as the old
  code.

  Your new security code can be from 2 to 8 digits.

Setting the Long-Distance Dialing Method

If you live in an area code you must dial 1 + area code + phone number to
dial a long-distance number, or 1 + phone number for toll calls, the
factory setting for this option is correct.  If you do not dial 1+ before
long-distance numbers, lift the handset and enter the following to set the
long-distance dialing option.

To switch the restrictor back for use in a 1+ dialing area, lift the
handset and enter the following.

Permitting/Restricting All Area Codes

This option lets you restrict or permit long-distance calls to all area
codes.  The factory setting for this option restricts all long-distance
calls for which you must dial an area code.  Lift the handset and enter
the following to permit long-distance calls.

If you restrict access to all area codes, this option lets you permit
access to specific area codes.  If you permit access to all area codes,
this option lets you restrict access to specific area codes.  This option
also lets you restrict or permit access to special service numbers (976-,
1411, 850, and so on).

Lift the handset and enter the following to permit access to specific area
codes.

This option permits or restricts access to all 1 + numbers.  Lift the
handset and enter the following to permit access to these numbers.

Overriding Restrictions

This option lets you temporarily override all restrictions.  The override
is in effect for all calls you dial within 2 minutes, and lets you access
bank-by-phone and other phone services without interruption.  Lift the
handset and enter the following to start the 2-minute override.

Hang up and make your call.

Restoring Factory Defaults

Enter the following to restore all settings to the factory default
settings.  This also resets the security code to 0 0 0 0.

Permitting/Restricting Operator Calls

For the highest level of security, you must restrict access to operator
calls.  Any operator can dial any number, on request.  You are then
charged an operator-assisted call rate.  The factory setting is to restrict
access to operator calls.  Lift the handset and enter the following to
permit access to operator calls.

Remote Access Programming

You can change the programmed access restrictions from a remote touch
tone telephone.  To change the programming, press # # during the first
20 seconds of a call with a person at the restricted phone.  Then,
follow the normal procedure for changing the programming.  When you
complete programming, continue your conversation.
