A basic step in understanding how these ratings are applied is to understand the relationship between voltage, current and wattage. In simple terms, the voltage provided by the power grid in your area is "pushed" by the outlet through the converter or adapter. In contrast, current is "pulled" by the electric device(s) connected to the converter or adapter's jack. Wattage is equal to the voltage "pushed" by the grid multiplied by the current "pulled" by attached devices.
